Malta assigns penalty points by the gravity of each offence, and accumulating 12 or more points means your licence is revoked. On a first revocation you surrender your licence to Transport Malta and may collect it after two months without retesting.
But a third revocation within five years means starting over: theory test and practical test, from zero. One useful escape valve: passing the Authority's safety-awareness test can cut your recorded points by 50%. Best strategy, of course — don't collect them.
