Since October 2024, Transport Malta processes all learner-permit applications online through the Driving Licence Portal at licenzji-xufiera.gov.mt — physical applications are accepted only in limited, specific cases.
For Royal students this changed nothing: our process was already fully digital. Register on the Royal System, prepare your documents to spec, apply online, and send us your Application Code on WhatsApp. Permits typically arrive within 1–3 days.
